The ceremony was held in a conference room of less than 20 square meters in Zhangwan Industrial New District, Shiyan City, Hubei Province. There was no unveiling, ribbon-cutting or firecrackers. Instead, the government and enterprises face-to-face talks.
Li Maoguo, director of Zhangwan Industrial New District, is the chief service officer of the project identified by the government. He said that it is more conducive to the smooth start of the enterprise to solve the practical difficulties in the enterprise.
It is understood that Shiyan City started 127 major projects of more than 100 million yuan in the first quarter, with a total investment of 56.7 billion yuan. These projects, like the Double Star Dongfeng Tire Factory, canceled the groundbreaking ceremony.
This year, Shiyan City canceled the annual start-up ceremony for major projects, requiring cadres at all levels to start business in depth, replacing the “starting ceremony†with “big research and large visitsâ€, and understanding the practical difficulties of the enterprises in the investigation and discussion.
On December 1, 2017, the Shiyan Municipal Government of Hubei Province and the Double Star Group signed the Agreement on Environmental Relocation, Upgrade and New Investment Project of Double Star Dongfeng Tire Co., Ltd.
According to the agreement, the Double Star Dongfeng tires were relocated to the Shiyan Industrial New District as a whole.
The new plant is planned to build the world's leading industrial 4.0 intelligent industrial park, new tire industry 4.0 intelligent chemical plant, waste rubber and plastic green recycling (cracking) industry 4.0 intelligent chemical plant.
The project covers a total area of ​​about 650 acres, with a total investment of 1.5 billion yuan.
According to reports, the construction period of this relocation project is about 18 months. After all production, it can produce 1.5 million all-steel tires and 5 million semi-steel tires.
