In the total final energy consumption in Liaoning, industrial energy consumption exceeds 80%, of which metallurgy, petrochemical, and power industries account for 77.8% of all industrial energy consumption. On May 27 of this year, the province issued implementation opinions on the elimination of backward production capacity, and large-scale elimination of backward production capacities in 14 key industries including steel, coke, calcium carbide, chemical fiber, and electric power, as well as the 14 key industries. The outdated production capacity elimination standards and implementation deadlines have been set. According to the requirements of the process, the elimination of backward production capacity in some industries was completed before the end of this year, and some industries were completed in the next two years.

At the same time, the province took the lead from the source and formulated the “Guiding Catalog of Industrial Energy Efficiency in Liaoning Province”, which quantifies the energy consumption limit indicators for 39 major industries, 191 medium-sized industries, 133 products, and 30 energy-using equipment. Provincial and municipal energy conservation and emission reduction authorities organize the main basis for evaluating energy consumption of fixed asset investment projects. The projects with resource and energy consumption higher than the industry average and the energy consumption limits of key energy products and major equipment will not be approved.
