Gao Peng, deputy director of the Beijing Municipal Development and Reform Commission, pointed out that in 2015, efforts will be made to build a charging network with an average service radius of 5 kilometers in the Beijing Sixth Ring Road.
It is understood that more than 50% of the public charging piles in Beijing are currently located within the Fourth Ring Road, and more than 60% of them are laid within the Fifth Ring Road. Encourage social capital to participate in the construction
The Beijing Municipal Development and Reform Commission said that in order to further clarify the relevant policies for the construction, operation, service and construction fund subsidy standards for public charging facilities, the relevant departments of the city will actively study and formulate relevant measures for the construction and management of electric vehicle public charging facilities in this city, effectively guiding the society. The investment entity's benign expectations for the market-oriented construction and operation of charging facilities. All kinds of social enterprises participating in the investment construction and operation of the new energy passenger car charging facilities in this city will be supported by government subsidies of 30% of the total investment of the charging facilities construction unit project.
An industry expert pointed out that the current privately-owned charging piles are mainly built by automobile companies. Due to the purchase of electric vehicles, the construction of private charging piles often does not require consumers to spend their own money, and is installed free by the automobile company. At present, the public charging piles are mainly built by social capital. The State Grid Beijing Electric Power Company has built most of them. In addition, Sinopec Beijing Branch, Putian New Energy and other companies are also involved in the construction of charging piles. The piles are not purely financial allocations, but built by themselves.
It is understood that among the current 1,500 social public charging piles, Beijing Electric Power Company has built 1,135. Due to the difference in charging power, wire distance, direct current or alternating current, the investment cost is also different. The investment in charging piles has exceeded 100 million yuan.
Charging service charges are under study
According to Gao Peng, the charging cost of electric vehicles includes electricity and charging services. At present, Beijing is studying the charging service fee collection standard. Before the policy is released, the charging station operator can independently price it. At the beginning of the operation, we hope to form a benign price through market competition. It is not excluded that the government will adopt the market guidance price. The general principle is that the cost of using electric vehicles is significantly lower than that of fuel vehicles.
The release of the distribution map of charging facilities is only one of a series of policies issued by the government to promote the development of new energy vehicles. Since last year, from the country to the local, they have been promoting the promotion of new energy vehicles.
