Problems such as pollution and energy security put forward relevant thinking and policy suggestions for promoting the development of China's car networking industry.

Car networking is the only way for the development of the mobile Internet and IoT to the essence and depth of business. It is a fusion technology for the future development of information and communication, environmental protection, energy conservation, and security. The development of car networking has attracted the attention of various government departments. At present, the networking of vehicles mainly involves the two departments of the Ministry of Transport and the Ministry of Industry and Information Technology. Among them, the Ministry of Communications has listed the Internet of Vehicles as the main target for the development of intelligent transportation in the “Twelfth Five-Year Plan” period, providing support in the formulation of standards, human resources, and funds. At the same time, the Ministry of Industry and Information Technology is proceeding from various aspects such as industrial planning and technical standards, and has increased its support for on-board information services to promote the full development of the car networking industry.

According to the analysis of the "white paper," the impact of car networking on telecommunication operators is enormous. Operators will go through several major stages in the development of the Internet of Vehicles. The first is the pipeline stage, which will provide the communication infrastructure pipeline for each fragmented vehicle networking service; the second is the platform provider and basic network capabilities of a single vertical vehicle networking industry chain. Third, for the supply of multi-industry-chain aggregation platform providers and basic network capabilities, operators will have a rapid increase in the number of users at this stage, and provide a variety of tools to meet the different needs of different entities through the platform. The last phase is the potential to become the overall integrator of the industry chain. In this phase, operators will implement vertical optimization of the subdivision.

Gsma and the market research company sbd issued a joint report that it is expected that by 2018, the global market for car networking will reach 39 billion euros, which is a two-fold increase from the 2012 figure (13 billion euros).
